Victoria's Secret is a great place to do this, but there are other stores which work just as well. Most department stores have a great selection of lingerie as well.
Be practical, but not completely practical
Don't buy a bunch of things that are functionless. Panties with ruffles can't be worn under clothes (they are all fashion and no function) and completely lace bras can be a little more revealing than intended for everyday wear. Buy one or two outrageous and fun sets, but the majority of the bra and panty sets should be pretty AND practical. Find out her favorite type of bra and be sure to get a few of those. You can figure this out by looking in her drawer and checking tags.
Ask for help
Find a female clerk in whatever store you choose, and listen to her opinion. As a woman, she will be able to help fashion meet function and you are less likely to have a frustrated mate rather than an excited one. As a bonus, the clerk will think you are the most amazing boyfriend/husband ever too. Being admired is always a good thing.
Know her size
Since you are going to be replacing her existing lingerie, look at the tags to see what size bra and panty she wears. If you are unable to find her size, make an educated guess, but this gift will be much better received if it doesn't involve having to take them all back to get the right size.
Keep the old
Do NOT throw away the old undies. Everyone has a favorite bra and a favorite panty. If you throw the old ones away, you are likely to have a fight on your hands. Simply place the old ones in a bag or box and let her know where they are in case she wants them later.
Display them
Fill her underwear drawer with all her new treasures rather than wrapping them and giving them to her to open. The impact will be greater if they are all there, color coded, and beautiful where they belong.
